摘要:随着我国《核电中长期发展规划(2005━2020年)》的审议和通过,我国将大力兴建核电站。核电站工程的建设质量,直接关系着后期的运营是否安全有效。核电站建设与一般的工程项目建设相比,具有很多明显的特点:建设周期长,质量和安全性的要求都很高,需用的材料品种多、数量大。
材料管理是整个核电工程建设项目的重点。核电的材料管理必须采用现代的、科学的管理手段和方法。在核电材料的管理中,库存和配送的管理是两个非常重要的方面,抓好这两个方面,可以有效地保证项目进度、质量、成本目标。
本文从供应链管理的有关理论入手,结合当前大型工程项目材料库存管理与配送的实际情况,分析和发现大型工程项目建设中的材料库存与配送中存在的问题,并以秦山核电三期坎杜(CANDU)项目的建设为例,介绍、分析了秦山核电三期坎杜(CANDU)项目建设中材料库存管理与配送过程和存在的问题,针对施工过程中易出现的材料短缺和积压的情况,运用供应链的管理思想,提出了对大型工程项目的材料管理实行库存和配送的一体化管理的建议。

Abstract:With the deliberation and pass of The Medium and Long Term Planning of China’s Nuclear Energy Development (2005-2020), the nuclear energy will boom in China. The quality of nuclear power station construction is crucial for its safety and efficient operation later. Compared nuclear engineering project with the general construction project, there are many obvious features e.g. the construction period is much longer than others, the quality and safety requirements are demanding, the material needed ranges a variety of types, and the quantity is very large.
The management of logistic is the emphasis for nuclear projects. Some modern and scientific approaches must be employed to manage the material successfully. The inventory and distribution are two key factors, which can assure the overall schedule, quality and cost control goals.
This thesis firstly introduces supply chain management theory, inventory theory and distribution theory based on the actual situation of material management in large-scale construction projects. Secondly, the paper analyses problems that exists in the operational processes of inventory and distribution controlling in Qinshan Nuclear Power Plant Project. Accordingly, the paper provides a integrated strategy of inventory and distribution management. By doing so, the cost-effective will be realized in the material inventory and distribution in the large-scale construction projects.
