Abstract
National defense and security institutions are the basic components of state institutions. It is a manifestation of state power organization arrangements, which protect people’s safety and achieve their main security requirements. This paper will take a comparative study method in order to compare the basic situation of the American and Chinese National Security Council and the recent changes in those institutions. By comparing the similarities and differences between the the two countries, it can make reflections on the reform of China’s National Security Institutions.
The main steps taken in this paper are: first, to identify the problems encountered or need to work together in the Chinese and American National Security Council, and then to find out their common starting point. The second step is to study the different approaches to the common problem, namely, the different patterns of procedures, norms, systems and designs. The third step is to study the similarities and differences between the two countries to take the solution. The forth step is using cultural discourse method to study the security system of the two countries. The fifth step is based on the established social existence and social needs, the practical impact of established solutions and trends in certain areas, and then to make reasonable predictions of future development and to make recommendations on the development of the National Security Council in China.
