摘要:本文基于2010年北京市最新土地市场交易数据,利用地理信息系统技术及统计分析法,研究交易地块的空间分布特征及主要出让方式、溢价率等。从地块分布特征分析,大多数交易地块都落在南城,随着“十二五”规划的出台,将加快南城和西南部地区发展为重点研究问题。随着国家对新城的发展,大兴、通州等新城工业地块带动了土地市场,而在现今住宅用地与商业用地并驾齐驱的时代,商业地产成为南城发展的新一轮曙光。从规划用途角度分析,溢价率大于2.0的17宗地,商业金融用地与居住用地并驾齐驱,这说明,商业地产复苏,大多数房企转站商业地产。围绕下一步如何积极完善房地产宏观调控政策,政府应更加关注关系民生的保障性住房用地需求分析,通过科学规划、合理有序配置土地资源,确保保障性住房用地的供应。同时应加强土地供应后的监督,确保开发企业按照招拍挂过程中事先确定的规划指标完成开发,应建立单宗地块出让规模跟踪监控制度。

Abstract:Relative to the overheated real estate market, land marketsare closely linked with it, this study based on the data of latest land market transactionsin of 2010 ,using GIS technology and statistical analysis to study the spatial distribution of land transactions 、 major transfer mode and the premium rate, etc.Evolving from distribution analysis, most trading plot, as have fallen on enterprise "12th Five-Year" Plan come on stage, will speed up enterprise development and southwest for key research problems. As countries of new development, daxing, tongzhou new town industrial plot as a land market, while driving in the current housing land and the land for commercial use, par era of the development of commercial real estate became enterprise new dawn.Premium rate is greater than 2.0 to 17 cases,commercial and financial sites to keep pace with residential land,this shows that commercial real estate recovery,housing prices fought in most of the commercial real estate.the next step to actively improve the real estate around the macro-control policy,the Government should pay more attention to the protection of the livelihood of land for housing needs analysis,Through scientific planning and rational and orderly allocation of land resources to ensure the supply of land for affordable housing.After the land supply should also be strengthened supervision, ensure the development of enterprises in accordance with the process of bidding, auction and pre-determined target completion of the development plan, should establish the scale of a single block transfer case tracking and monitoring system.
