摘要:在我国,住房抵押贷款证券已成为必然趋势,寻求适合我国国情的住房抵押贷款证券化道路是我国房地产实现良性循环的迫切需求。本文将通过对国外住房抵押贷款证券化的运作模式进行比较分析,并对我国实施住房抵押贷款证券的可行性进行分析,以及在对我国住房抵押贷款证券化的风险分析研究基础上,提出了我国实施住房抵押贷款证券化的对策。

Abstract:The implementation of mortgage securitization was already an inevitable trend in our country, To find out the suitable road of MBS has become the urgent need of a virtuous circle in real estate in our country.In this paper, through comparing the outside mode of MBS,analyzing and feasibility on the implementation of our mortgage loans securitization, as well as studying the risk of the MBS,then I proposed the effective countermeasures.

住房抵押贷款证券化是一项复杂的系统工程,在推行住房抵押贷款证券化的过程中,需要社会各界的合作与支持,尤其是对于我国这样一个金融业分业经营、分业监管的国家更是如此。住房抵押贷款证券化是一把双刃剑,一方面可以促进经济的发展,另一方面则可能为经济的发展带来风险。我们清醒地认识到我国在资产证券化过程中面临的各种风险,未雨绸缪,防微杜渐,加强住房抵押贷款证券化业务的风险管理;完善住房抵押贷款证券化业务参与主体的管理;加快住房抵押贷款证券化的法律法规建设步伐;金融监管应跟上金融创新的步伐;大力推动金融体制改革。而完善我国住房抵押贷款证券的结构、组建资产池、利率、推出证券产品的时期等的设计,有利于我国住房抵押贷款证券化这一工程顺利推广发展,以促进我国金融体系的深化改革和国民经济持续、健康发展。
