摘要:房地产作为我国支柱产业,它的市场逐步走向规范和成熟,竞争也日益激烈。尤其是近年来我国致力于调控房地产市场价格,使房地产造价控制成为越来越重要的研究课题。只有更加科学、有效的进行房地产控制和管理,才能降低房地产企业的成本,从而提高企业收益。这说明房地产造价的控制和管理是任何房地产企业都无法忽视和规避的一个重要问题。当前房地产企业虽然意识到了造价的控制和研究的重要性,但更多的企业倾向于项目施工阶段造价控制,使得造价控制的结果不是很理想。
通过对东方帝景城项目工程造价管理的现状的全过程进行分析研究,找到房地产项目造价管理过程中各阶段存在的问题。针对这些问题,对房地产开发项目全过程造价管理模式进行研究,重点包括决策阶段、设计阶段、施工阶段的造价控制和管理。旨在以房地产项目为例,为房地产开发企业工程造价管理提供一种全面、系统的模式。

Abstract:Real estate as a pillar industry of our country, its market gradually standardized and mature, competition is becoming more intense. Especially in recent years our commitment to regulate the real estate market prices, the real estate cost control become increasingly important research topic. Only more scientific and effective control and management of real estate, in order to reduce the cost of real estate enterprises to improve corporate benefit. This shows that the real estate cost control and management of any real estate business can not ignore and circumvent an important issue. Although aware of the current real estate business cost control and the importance of research, but more companies tend to cost control project construction phase, making the result of cost control is not very satisfactory.
Through the Dongfang dijingcheng Project Cost Management to analyze the whole process of research to find real estate project cost management problems in the process. To solve these problems, the whole process of real estate development project cost management model, with a focus including decision-making phase, design phase, construction phase of cost control and management. Aims at real estate projects, for example, a real estate development enterprise project cost management to provide a comprehensive, systematic pattern.

在房地产迅猛发展的同时,利润也越来越透明化,再加上国际的宏观调控,房地产的利润也越来越低了。所以房地产项目造价控制与管理变得越来越重要了。一方面,企业要按照科学的程序进行测算,由浅入深,匡算---估算---概算——预算——决算,使房地产企业所开发的项目决策更加具有科学性和预见性,为决策提供极为可靠的依据。另一方面,主动的控制是对未来的控制,它可以解决传统过程中存在时间滞后的影响 ,改变被动局面,从而更好的控制整个过程。如果前期的可行性研究阶段进行项目财务经济评价和制定切实的融资计划,则能够提高公司的开发效率,最终实现良好的投资效益。
通过对东方帝景城项目的全过程造价管理经验进行总结,改进其中不合理不科学的管理控制方法,可以提高企业的利润空间,为公司取得更好的投资效益。同时,其他的相关企业也可以从中得到更好的经验,改进自身的不足,为以后的项目提供一种可供借鉴的相关造价管理理论和方法。
